what's eating this tree?

I have a 40 ft cedar that has a bunch of small holes in it. It is happening all the way up the tree. Is this man made or some sort of borer? Does it need to be culled?

Perhaps the holes are being made by a Woodpecker?

What type of cedar? Where is it located? Are there more of the same type of trees nearby and are they similarly affected? I agree it looks like the work of a woodpecker. Have you seen any on that tree? If it is woodpeckers, then there definitely are insects under the bark. I have seen similarly affected trees that stood for decades so I wouldn't worry about its health unless you start seeing more dead branches than live. Hope that helps!
